Review 2022 – September

REVIEW. If the September election campaign occupied much of the national, regional and local news, we also saw the beginning of the saga of the tense climate that reigned in Saint-Antoine-de-Tilly.

Resignation of the mayor of Saint-Antoine-de-Tilly

The mayor of Saint-Antoine-de-Tilly, Guy Lafleur, resigned on September 2nd. The latter withdrew from public life for personal reasons. The candidate for seat number 2, Christiane Nadeau, has also confirmed her departure.

Bundestag election card: counter-proposal submitted

The Federal Electoral Boundaries Commission for the Province of Quebec was located in Lévis. Various speakers invited commissioners review the proposal for a new voting card. The current MNA for Lévis-Lotbinière, Jacques Gourde, presented a counter-proposal that would allow the two parts of the MRC de Lotbinière to be united in a future riding that would bear the name Mégantic-L’Érable-Lotbinière when the map is next revised in 10 years.

Former municipal councilor Christiane Nadeau has declared herself ineligible for the municipal council office

The resigning councilor of Saint-Antoine-de-Tilly, Christiane Nadeau, was declared ineligible to hold the office of councilor for a period of five years. This decision of the Superior Court of Quebec was made on September 21st. Judge Philippe Cantin’s decision follows Ms Nadeau’s signing of a file of total and unconditional acquiescence on September 15.

Participatory budgeting in Lotbinière

The municipality of Lotbinière has reserved an amount of $25,000, which she dedicates to her participatory budgeting project. With these funds, the population can carry out a project on which she is pronounced. A call for projects was launched in October and the selected projects must be presented in 2024.

Crimes committed in Saint-Antoine-de-Tilly

“Apparently, misconduct has been committed against the municipality of Saint-Antoine-de-Tilly,” highlighted the municipal Department of Integrity Investigations and Law Enforcement (DEPIM) in a report published on 27 June 2019 by the director-general.

DEPIM concluded that the Director-General violated the policy and provisions of the Municipal Code of Quebec regarding the powers of the municipal council. (It is) “by interfering with the process of handling a complaint, by refusing to cooperate unconditionally and by refusing to send the detailed investigation report to all members of the municipal council,” the director-general has violated these standards, it says in the report.
