The CFL said in a statement that the Alouettes, Ottawa Redblacks, Toronto Argonauts and Winnipeg Blue Bombers all exceeded the $5.35 million salary spending cap.
The league said the error was less than $100,000 and teams were fined $1 for every dollar spent over the cap.
A team could have lost one first-round draft pick if it went through the $100,000-$299,999.99 cap and two first-round picks if it spent $300,000 or more.
The order of the repechage, scheduled for May 2nd, therefore remains unchanged. The Alouettes hold fifth and seventh picks in the first round.
The Alouettes were fined $794, with the shortest of the four teams penalized. The Blue Bombers received the heaviest penalty, with a fine of $64,499. Those of the Rouge et Noir and the Argonauts are priced at $11,994 and $49,735 respectively.
The process of monitoring and reviewing the payroll system includes a detailed audit carried out across the nine clubs at the end of the season. Teams must regularly report the amount of compensation paid after 6 games, after 12 games and after 18 games
