The BAPE Tram Inquiry Commission has decided: The public interest in accessing the detailed map of tram expropriations takes precedence over the harm that publication of the map could cause to the city of Quebec.
On Wednesday, during an Office of Public Hearings on the Environment (BAPE) meeting on the streetcar, the city announced that it would provide this PDF document, including the map of all properties affected by the project under confidential cover
.
Depending on the policies and laws governing BAPE and access to information, the Commission may or may not grant this request.
After the analysis, the Commission of Inquiry concludes that the cartography is relevant to the fulfillment of its mandate and that the nature of the information it contains is of public interest. The Commission of Inquiry also notes that the information used to map the properties affected by the project is already public.

The document including the cards will therefore be distributed by BAPE on July 16th. Early Thursday afternoon, Daniel Genest, director of the public transport network structuring project, told the commission that the city would not appeal the decision.
As the President mentioned, the list of affected properties is in turn accessible on the BAPE tram project website (New window).
The City of Quebec also requested the production of another document under confidential cover
or a business file for the project.
The Commission’s decision on this document has not yet been taken.
