Report Finds Serious Case of Mishandling of Global Affairs Complaints

The report by Joe Friday, the Commissioner for Public Sector Integrity, tabled in Parliament on Thursday, says a previous internal investigation by the department also found the chief executive yelled at the workplace and once framed a team member as their fellow terrorists.

The report concluded that the department mismanaged its response to complaints, including promising an action plan that was never implemented.

He points out that Global Affairs Canada had promoted the squad despite their repeated insults of staff, including comments about a person’s weight and characterizing a training session as concentration camp in conversation with a Jewish colleague.

According to the report, during the Public Sector Integrity Commissioner’s investigation, the senior executive said she took previous findings seriously and was working hard to change her modus operandi, but evidence from the investigation suggests the wrongdoing continued.

The leader could not be reached for comment on the report on Thursday, and a man who answered the phone at her home said she was out of the country.

Obligation

Global Affairs Canada responded to the report by announcing that it would initiate a new disciplinary process, assess the working atmosphere in the responsible department and increase ethics training.

She said this means making sure employees complete mandatory training and adhere to the guidelines, whether they’re in Canada or abroad.
