The Port of Montreal finds its president

The Montreal Port Authority (MPA) is asking a former Transport Canada and Canadian Coast Guard manager to take over. Julie Gascon will become president and CEO of the federal agency on February 12.


The latter is currently head of the Pacific Pilotage Authority, a crown corporation responsible for shipping in the British Columbia region. MMe Gascon arrives at the Port of Montreal in an environment where there is no shortage of challenges.

The APM has gone back to the drawing board on its expansion project in Contrecœur as it struggles to convince the private sector to join in. The Port of Montreal needs to take more risks and take over the entire “water” part of this mega-project, whose bill has exploded to 1.4 billion.

The financial package is still not complete. Ottawa will provide 150 million, the Legault government will contribute 130 million and the Canada Infrastructure Bank (CIB) must also offer 300 million in loans. Where the rest of the money will come from is still unclear.

Geneviève Deschamps has held the interim presidency of the APM since August 21st. This game of musical chairs was triggered by the departure of former President and CEO Martin Imbleau.

He left his position to take over the management of the VIA Rail subsidiary, which manages the development of the high-frequency train (TGF) between Quebec and Toronto. The APM is a federal agency that builds and maintains port facilities. It is also the company that rents them out to stevedoring companies, i.e. sea freight companies. It is not the APM that, for example, employs the dock workers who are responsible for handling goods. These are hired by the Maritime Employers Association.
