Ottawa — Environment Secretary Steven Guilbeault has said Canada will not agree to include language calling for an all-fossil fuel phase-out in the final deal at the UN climate talks, which are meeting in Egypt this year.

Last year, the United Nations conference agreement in Scotland called on countries to move faster to get rid of coal-fired power plants not equipped with emissions capture technology.

India is pushing to add oil and gas to this paragraph in this year’s final pact.

The European Union supports the idea as long as it doesn’t weaken the language of coal, and the United States agrees as long as it only applies to “untreated” oil and gas.

Canada supported coal language last year, but Guilbeault says he cannot accept the addition of oil and gas.

He says the federal government has no jurisdiction over natural resources and supporting the wording could lead to a provincial lawsuit that Ottawa can’t win.
