(Montreal) Phoenix’s payroll system celebrates its seventh anniversary on February 28, and there are still 418,000 payroll issues waiting to be processed, reports the Public Service Alliance of Canada.
Some of these payroll issues date back to 2016; others are new and piling up, Yvon Barrière, regional executive vice president of PSAC-Quebec, said in an interview Tuesday.
Phoenix is this IBM developed payroll system bought by the government from Stephen Harper to save money by centralizing the federal public sector payroll service. It has spawned thousands of overpayments, months of non-payment, unpaid bonuses, and other duds.
The PSAC has negotiated compensation of $2,500 for its members, covering fiscal years 2016-2017 to 2019-2020, but as problems persist, it is busy negotiating the parameters of a second compensation program, Mr. Barrière pointed out there.
The federal government has launched an overpayment recovery program, but time is running out as there is a six-year statute of limitations.
