A new indicator should make it possible to know that Vehicle fleet equip rate* in Crit’Air vignettes on a territory. So far, only the number of vignettes issued annually since the system was introduced in 2016 is known (a total of more than 3 million in Auvergne-Rhône-Alpes), but some relate to vehicles that are no longer in circulation today of the park or the technically not up to date).

In 2019, AAAData, an expert in automotive data, estimated (but based on registrations and not the vehicle fleet*) the number of unbadged vehicles in the Rhône at 265,000, with more than 56,000 in Lyon, or about 22% of the department as a whole and 18% of Lyon overall.

If one nevertheless takes the risk of relating the number of vignettes issued since the start of the system to the volume of the current vehicle fleet*, the analysis only shows that the proportion of vignettes issued in the departments affected by the ZFE is significantly higher than in the others ( more than 80% in the Rhône, around 40% in the Loire and Ain, 15% in Haute-Loire). And certain measures speed up the applications: Since January 1, 2021, it has been impossible in Lyon to obtain the annual resident parking device without a Crit’Air vignette.

It should also be noted that, in addition to the official number of vignettes issued, there are many vehicles that do not actually carry them – whose windscreen does not indicate them – as our reporters have noted in several sectors in the Lyon metropolitan area.

*A vehicle is considered to be in circulation if it was registered in the Vehicle Registration System (SIV) before January 1st of the year; if no exit process has been reported to the National Agency for Secured Documents (ANTS) and they are up to date with their technical inspection.
