Tenants of a dilapidated HLM believe that the presence of mold in their building has health implications. For many, this example highlights the urgent need for maintenance of the public housing stock, of which 30% of the buildings are in poor condition. But right now, a sum of $170 million that should have been spent on building renovations over three years is instead being allocated to building new affordable housing, which has drawn strong criticism.
