Unfortunately, Lowertown is viewed by many as the “dump” of many social services in the city of Ottawa.

The heavy concentration of social services in a small area has also created a dangerous environment where children cannot play outside (needles), are afraid to go to the many schools in the area, residents live behind barred windows, and many have a general sense of Security have discomfort and lack of security
