Chinese espionage: A Toronto businessman in the crosshairs of Canadian intelligence

A prominent businessman in Toronto’s Chinese community is the subject of two independent investigations into international interference, both in relation to a series of notes and memos Canadian intelligence officials allegedly gave the prime minister back in January.

Canadian security intelligence has been investigating Wei Chengyi for his possible role in a covert scheme that allegedly facilitated money transfers to advance China’s interests in Canada’s 2019 federal election, sources told Global News.

Intelligence investigators are also looking into possible Wei connections to multiple properties in Toronto and Vancouver that may be used to secretly house agents from China’s Ministry of Public Security.

“No, we are not involved in these allegations,” an unidentified member of the Confederation of China-Canadian Organizations of Toronto (CTCCO) told the TV station. I don’t want to give my name, but don’t use these claims without proof.”

No criminal charges have yet been filed against Wei.

The Chinese embassy in Ottawa and the consulate in Toronto did not respond to questions about Wei or the CTCC.

According to Global News, Canadian intelligence reportedly began reporting to Justin Trudeau and his ministers earlier this year that Chinese agents have been targeting Canada with an extensive campaign of foreign interference, including an attempt to influence the 2019 federal election.

One of the allegations concerns the financing of an underground network in which eleven candidates for the federal elections were allegedly involved. Their names have still not been released by the government, despite pressure from the opposition in Ottawa.

Justin Trudeau did not confirm receipt of the intelligence members, but accused China and other countries of playing “aggressive games” with democracies and insisted his government had taken significant steps to strengthen the integrity of the electoral process.
